Punjab to tax rich and their posh lifestyle




ISLAMABAD: The Punjab government will significantly tax posh facilities used by the elite like private swimming pools, large farmhouses, private medical colleges, multi-source income shown as proceeds from agriculture land holdings and sprawling houses in expensive localities.
“The purpose is to tax the rich. The move is part of efforts to generate own resources in order to lessen dependence on foreign grants and loans,” a senior official told our sources. Punjab Chief Minister Shahbaz Sharif recently announced to smash the begging bowl and mobilize indigenous resources to meet the pressing financial requirements.

Farmhouses measuring 2400 square yards (four kanals) and above will be required to pay a certain amount of annual tax. The official said farmhouses having the covered area of 5,000 square feet and above and having different sizes would be categorized for the purposes of levying various amounts of tax.

Only those farmhouses would be taxable, which are located outside the “rating areas” meaning the previously demarcated municipal limits. The official said that even in villages, rich people have made big houses, which would fall in the definition of farmhouses and would face the new tax. The tax would be computed on per square foot.

He said that a number of wealthy people have made swimming pools in their houses mostly in basements in Lahore and some other cities, but were paying no tax whatsoever. While in many countries tube wells are not allowed to be erected, these pools get water from such sources, the official said.

He said that as scores of private medical colleges in Punjab were charging exorbitant fees from students, they were not paying taxes. They have to be brought in the tax net so that they also make contribution to national resources.

According to one estimate, there are some 3,000 students studying in the private medical colleges in Punjab alone. They charge heavy fees starting with the minimum of half a million rupees per annum and going up to one million.

Another category being brought in the tax net consists of those who have multi-sources income, which is clubbed with earnings from agriculture land. These people own factories and other businesses but show their income from them as coming from agriculture just to get tax exemption. This income would be levied agriculture tax, which is a provincial subject.

They generally show their factories and businesses running into losses and whatever they earn from them, they declare as income from agriculture for exemption. The official said that tax on expansive houses in posh localities like Gulberg and Model Town and such areas in other cities, mostly described as A category residences, would be considerably enhanced.

“The whole effort is to tax a certain lifestyle because if you are rich, earn a lot from different sources and spend generously on the facilities you are enjoying, you have to pay the due tax,” the official said.

He said that homework on these proposals has been concluded, and the new taxes would be included in the next budget to be presented in a few weeks time. Billions would come in the coffers of the cash-starved Punjab government through such measures, he said and believed that still there were many areas, which were untaxed.

Though Nawaz Sharif pays a very little amount of tax individually but his Mills and other Business areas pay significant amount of tax , which is in billions.

The taxable amount that should be paid by Nawaz Sharif as in individual should be the based on his perosnal spendings per month which i belive would be under 0.5 million.Still , its his duty to pay no doubt about that but i would like to repeast they do pay taxes from their respective businesses which is in the range of 3-5 billion rupees per annum.

If the personal earnings are Rs. 0.5 million, the tax liability still be a lot more than Rs. 5000. I earn a fraction of 0.5 million and pay a lot more than Rs. 5000 in a single month!!

Mr Nawaz Sharif Tax:

Tax paid by the companies of sharif family is NOT income tax. Major portion of the tax paid by those companies is the tax they collect from people and pay to govt on our behalf.

For the argument sake, lets say all the tax paid by his companies is the tax not collected by these companies but paid by them from their own resources, still it is not tax by nawaz shareef. Whatever money goes to Nawaz shareef, he has to pay personal income tax on that.

Just check with people who are doing business
I have small business where we dont sell products and hence we dont collect sales tax, but the company pays all kinds of taxes including corporate income tax. On top of that me and my partnerrs pay income tax on the income we get from that business.

Is it too complicated to understand? Stop giving that crap that the tax collected and submitted to the govt by sugar mills and other companies of nawaz is his personal income tax. It is NOT!

Zardari's father owned 1 cinema during 70's and the business has a downward trend since then even then his businesses are in profit and he has purchase so many palace, properties in many countries. Did anybody checked how much tax he has paid. Where he is multiplying his money every year, if it is within Pakistan; is he paying any tax and if it is abroad how much taxes he is paying abroad? From where he got all that wealth to buy those palaces and properties? Is it from that cinema of his father or he is selling something else?

Latest on Islamabad co-operative housing society?

Salam all,

My mother has a 1K plot file in Islamabad Co-operative housing society and she recently received a letter from them asking for 1st installment on development charges.

Now an old post on this forum (2009) says this society did not have NOC from CDA. The society claims they now have the NOC and that they would not be able to start development without it anyway?

Does anyone know what is the latest situation with this society? They have a NOC? Should my mother start paying her installments?

A question to Lahore Real Estate

Please advise on the following for Bahria Town:

1) What is the procedure for buying a plot in Bahria Town? How long would it take? (after finalization of plot)- Please detail each step

2) What are the documents required for this purchase? Please mention all foreseeable documents

3) Its same as item 1 but would like to know how to make payment to the owner?

4) Should i deduct no-construction cost charges from the owner is he has already consumed this period?

5) Should I trust the price offered by Lahore Real Estate?

2) We need original NIC of buyer need next of kin NIC copy and also need two color passport size pictures.

3)
Lahore Real Estate recommend paying seller in form of Bank pay order.

4) Plot is transferred all dues clear. All dues till transfer day are responsibility of sellers.

5) You dont have to trust us. We are not afraid so we recommended you that you please check prices from other dealers first and than call us. You will know how much you will save. Its more fun to deal when buyer knows he is getting better prices than other dealers.

1. Plot sizes and locations are liable to changes.

DHA Lahore reserves the right to re-plan any area.

DHA-8 has more or less 2 years to complete the development of this phase. If Phase-7 can have 100s of re-locations within 1 year then how many relocation will take place in 2 years. Nobody can guess, including the DHA itself.

For One Kanal, a total of 2,135,000 (twenty one lakh, thirty five thousand) has been paid so far which includes 4 installments of 420,000 each and 1 downpayment of 455,000. In total fifty five lakhs have to be paid ( i.e. 8 more installments)

Dear All

I was born in mid 1970s and I saw my childhood during early / mid 80s. I still remember at that time, we used to wait anxiously for 14 Aug to celeberate Independence day. I belonged to a middle class family so did not have the luxury to have long pocket - at times, I didn't even have the money to buy a chewingum - still, me and millions of children like me, used to save their pockey money to buy Pakistani Flags and ghandian, just to celebrate 14 Aug.

I still remember the National songs aired on PTV used to excite us a lot - who can forget the songs like:

- Watan ki mitti gawaah rehna (Nayyra Noor)
- Yeh Watan Tumhara Hai, tum ho paban iske (Mehdi Hassan)
- Khayaal Rakhna (Alamgir, Benjamin Sisters)
- and so on...

I remember at that time, I did not have the money nor the qualification - did not even know how to drive motorbike or car...BUT my country treated me with its best - my country helped me to gain qualification through ordinary govt. schools by paying nominal fee. I acquired higher qualification through govt. universities and then I found my way to countries abroad.

I started living outside Pakistan, managed to get a luxurious life - got tremendous experience and exposure about economic and financial myths...at the same time, my country went through its most difficult time in history, simply because this country was generous enough to accomodate every one including those corrupt politicians and military leadership. The country allowed them to suck its blood and eat its meat by all means and never complained.

Now when I have become a "qualified and matured" person and country needs my support, I am evaluating whether or not it is safe to invest in Pakistan? Whether or not I should return back to Pakistan simply because there is loadshedding? I am happy to tell others that Pakistan is a difficult country, but I never had the courage to tell them this country had helped me when I did not even know how to turn on a computer.

Is this attitude acceptable? How will the nature forgive me if I ignore my country and don't return what it deserves? A country is superior than parents - will we accept to ignore our parents when they need us? and if we do, how will the society call us? (I don't want to mention that word).

All, let us take a step forward. Please do something for this country as this is the ONLY source of our recognition around the world.

Overseas Pakistanis, please ignore what "Financial Times" forecasts about our country - we have proved in the past that we can always surprise others with our skills, let's do it again. If we can help our country regain its footing, we will emerge as the strongest, most proud nation in the world.

Let's do that and insha ALLAH, ALLAH will help us.

This is the real saga of Pakistan. The sitution is attributed to our deeds. we are more talkative and less actions. The Pakistan doomed into dust in 1971 (but we do not admit) and is on the verge of the same situation - due to our deeds. I agree with you that patriotism can't be measure based on your
location or where you live. You are right - Pakistanis living abroad are one of the key strengths of this country - my point was, if a Pakistani wants to come back, he is forced to change his mind by his family, friends and what not. He has been told that the country has become very dangerous and you should stay away from it. I was targeting this approach / mindset only. The country will only suffer more if Pakistanis start fleeing the country without returning back.

Second point regarding investment - every person has the right to earn profit through carefully evaluated investment options. However, if ALLAH has already given you sufficient (I know it is difficult to say that I got sufficient from ALLAH), then try to invest in Pakistan - be it a property or any other thing - or try to engage in a busines that would help country in any form - I know many people living abroad who prefer to engage with a supplier in China or Bangladesh or even India simply because it lowers their risk (or may be mindset only) - if we are so concious about dealing with Pakistan back home, how can a foreign investor every invest anything?

So, I don't think that I was questioning the patriotism of those living abroad, just wanted to highlight that please don't forget Pakistan - if you hear any -ve comment made by your non-Pakistani colleague, dont just leave with a "courtesy" smile - try to defend your country to your level best.

@ Javaid, please do not try to play with the emotions of overseas Pakistanis who earn money with great effort. It seems to me you have never lived abroad and living somewhere near DHA and running a Real Estate Agency, otherwise, you would never make such statements.

I would prefer to do a safe investment abroad in this situation. No point of investing in Pakistan at this point. My guess is some big names in Real Estate have various investments on Biyanas and playing this emotions game.

It's my request to everybody Please be careful in investing in property market or any other business in Pakistan at present. Wait and see once there is credible leadership in power with some sense of security.

In that sense u r right . Just few minutes back i had a skype talk with my Sister in Pakistan. She was saying to be there n settle ur self in abroad, and was giving examples; how people sold there business and got immigration to US, UK, Canada.. etc etc...

The problem is that in our childhood heros were aziz bhatti, rashid minhas etc but unfortunately now heros and heroins belong to the other side of the border. How can you instill patriotism and loyalty when your heart is across the border.

"ASK NOT WHAT YOUR COUNTRY CAN DO FOR YOU, ASK WHAT YOU CAN DO FOR YOUR COUNTRY"

why in pakistan, when an army officer get retired, live a good (lavish)life with car, home(in good scheme), children in good schools, bank balance and when a jawan get retire... he start working with tractor-trolly as loader....?

I am with you all the way. I have read all the replies to your thread, some good, some bad, some clueless, some baseless... But these comments are made by my Pakistani friends, so I don't mind because everyone is concerned about Pakistan in his own way...
I am in the same boat as you and many others are ...returning to Pakistan after many years of abroad life ... I am returning next year regardless... I have made investments in Pakistan and I have some other plans before I leave for Pakistan next summer...
The only driving force for my decision was my love for Pakistan and my believe in Pakistan ... May Allah bless our beloved Pakistan...
