Please Verify Info About Three Types of DHA
Files
Hello CMY sahib and other blog readers,

Please excuse me if this query has been answered at some point in time in the past; however, I am unable to find the relevant information, so please correct me if I am wrong.

1. Proper DHA Plot File: A file for a specific plot number in a developed DHA phase. It has highest price compared to an allocation or affidavit file.

2. Allocation File: A file for under-development DHA phase, with no plot number, because plot number is yet to be allotted through ballot. It has lesser price than a proper DHA plot file, but more than an affidavit one.

3. Affidavit File: A file for a planned DHA phase, so obviously no plot number. It has least price.

Malik sahib I will try my best to explain the files once more. Please also read my old posts.

Proper DHA Plot File ?

In official DHA Lahore documents word "PROPER" is not used any where. There are no proper or improper files in DHA Lahore. All files of DHA Lahore will inshallah get you plot. Word "proper" was added/used by me in rates updates only to clearly

indicate to all buyers that this allocation file was issued against the land given to DHA Lahore and its not just a

promise allocation file like Parkview files. Any allocation file that is issued against land is always called a

PROPER FILE by ME only.

Allocation file?

Allocation file is fully completed file and has one of the safest transfer with lot of documentation that protect

buyers much more that affidavit file (Like sale deed is available to buyer from seller and buyer pays CVT Stamp duty

etc. Allocation transfer cost is much more than affidavit file.

Affidavit file?

Its a file that will turn into an allocation immidaitly after transfer. In simple words paper work is 97% done for

this file to make it an allocation file. In affidavit file sellers don't get a sale deed or any receipt from DHA that

transfer is now complete. It takes DHA 2 to 3 days until after the transfer to intimate buyers their allocation is ready . There could be some problems in less than 5% cases in affidavit files transfers where there could be delay to issue intimation letter due to incomplete file like missing NIC copy or unmatched signatures etc. DHA dont issue buyer an allocation letter until all documentation is 100% completed. Keep in mind once intimation letter is issued this affidavit file is now turned into an allocation file.Most property dealers and buyers don't understand the process of affidavit very well. So buy affidavit files from people that have purchased them many times in past. You must buy an affidavit from a trusted dealer or seller only just in case there is more documentation is needed by DHA. In many cases where a trouble surfaces sellers don't give a damn after they get payment and give very hard time to buyer of affidavit in case more documentation is asked by DHA Lahore.

CDA decides to restart work on Kashmir Expressway project

The Capital Development Authority (CDA) Thursday decided to re-initiate the stalled project of Kashmir Expressway.

CDA Chairman Imtiaz Inayat Elahi has directed the Engineering Wing to kick-start the process of pre-qualification of contractors-firms fit to execute the Rs2 billion mega project.

Sources in the CDA told ‘The News’ that the chairman had a briefing on the project from the Engineering Wing on Wednesday and directed them to complete the basic formalities for the bidding process to award the contract.

The project is being undertaken by the CDA as a Public Sector Development Project with 50 per cent funding by the government and was supposed to be launched back in 2008. However, because of insufficient funds released by the government as well as the financial constraints that the CDA was passing through at that time, the project was delayed.

It is learnt that now the government has allocated Rs300 million for the project in the budget and the chairman of the authority has directed to launch this project at a time when the work will keep going till the time next year’s budgetary allocations for this project are allocated and made available.

A senior official in the CDA informed that there was a proposal under consideration as well to divert some funds available with the CDA, originally allocated for some other projects, towards the Kashmir Expressway project to meet the financial requirements. A formal request in this connection is being made to the government for diversion of those funds to the Kashmir Expressway project.

The 24-month project includes expansion of existing two-lane double carriageway into a five-lane expressway after addition of one soft and two rigid lanes on each side, linking the GT (Grand Trunk) Road, the Motorway (M-1/M-2). In the first phase an 11-km stretch from GT Road-Motorway link to Peshawar Morr (9th Avenue) would be constructed.

Earlier, the CDA chairman had told ‘The News’ that newly constructed and yet to be made operational most modern toll plaza on the Kashmir Highway is likely to cause some problems while expanding the existing two-lane into five-lane expressway. “I have spoken to the people in the Engineering Wing and they are abreast of the situation. They have been directed to make necessary changes in the design at that particular point to prevent it becoming a bottleneck in the project,” he said.

Sources in the Engineering Wing of the authority told ‘The News’ that this construction of 11-km Kashmir Expressway may be divided into three segments, each awarded to a different contractor, to ensure maximum deployment of men and machine force.

“This will certainly expedite the work on the project because there will not only be a much bigger workforce engaged on the project, but there will also be a sense of competition amongst the different contractors to complete their part of the project expeditiously,” the source said.

CDA spokesman when contacted, told ‘The News’ that once completed this project will help ensure a smooth flow of traffic on this stretch benefiting not only the motorists disembarking from the M-1 and M-2 Motorway or the GT Road, but will also facilitate the people commuting to and fro Rawalpindi-Islamabad on daily basis from Rawalpindi, the ‘I’ and ‘H’ series sectors on the southern side and the ‘G’ series sectors on the north, especially G-12, G-13, G-14 too which are fast developing and inhabitants have already started moving in.

People say investing in Pakistan is not advisable for overseas Pakistanis. May I know what great opportunities of investment exist in foreign countries such as US UK or UAE?

I do not know of anyone who has made any money in stocks in the USA over the last ten years. Dow was close to 10,000 over 10 years ago. It is still at 10,000 even though their dollar has devalued in the mean time. Rate of interest offered by banks on accounts and CDs is at rock bottom.

Anyone who purchased a house after 2005 in the US or UK is weeping today and getting ready for foreclosure.

We all know what has happened in UAE, just last week they have gone through a de facto default.

If as an overseas Pakistani you just want to keep your money in foreign currency and benefit from the devaluing rupee that is something even Pakistanis can do in Pakistan. I don't know what exactly the regulations are but it seems that anyone can open up a foreign currency account in a bank, purchase the currency from the open market and make a deposit. So this avenue is not just limited to overseas Pakistanis.

I think money can be made in any country including Pakistan even in the present economic times. It is not about the country, it is
about your knowledge of the country and the opportunities available there. If you are buying stocks you should have good knowledge of the company and why that company will make profit in the future. If you are buying property you should have extremely good knowledge of the area and its development schemes. Stay away from things you don't understand well. Same is true for starting a business.

Foreign countries have better law and order situation which is a great plus for them but we have a large very young population which is a big plus for us.

Once again: May I know what great opportunities of investment exist in foreign countries such as US UK or UAE?

Dear colleagues,

I have saved Rs. 5 Million by living abroad and now settled in Lahore. I do not want to invest in property as it is not for long term investment. I do not have also experience of any business and cannot take any risk. I do not want to put this amount in NSS or in conventional bank to get fixed monthly income as it is also not halal income.
I am looking an Islamic Bank where to invest this amount (5 yrs )to get monthly income for the domestic requirements. Can the concerned knowledgable persons suggest which Islamic Bank is giving good monthly return and under which scheme from where regular income could be arranged.

My understanding (I am not a scholar) is that RISK makes the return on investment halal. For example when you invest and there is a chance of Gain or Loss, your gains are halal and your losses are halal. If one gives you fixed return (even if it is name is Islamic Bank) that return is nothing different from any other bank.

Risk does not Make Halal see all verses of Quarn about Riba, It is all about stopping you from exploitation and persuading you to help poor individuals. if Risk is hala the gambling/ Stocks are most Halal rizks. This this mis concept in many people's mind. I think NSS schemes are not haram as it is clearly mentioned in Quran that you have right to take back equal to what you paid. Due to inflation rupee is Losing its value about 20% per year. No NSS scheme gives equal to that.
There are clear examples in Islamic history. When a borrower had to pay back 1050 Coins in place of 1000 Coins. Because new Coins were infect smaller in size.{inflation is not new thing]. Unfortunately we can never move one inch to devise any system due to radical people.

This just my opinion you spend your time and find the way

that 5 Million is halal, if yes go back and make more business people in Pakistan are loaded with money. Renting a house in Pakistan most rsiky investment you can do like unpaid bills at the end if the lease, late payments, no payments, if the tanent hands are longer than yours its a dead end.

The proper reply is not yet given. In NSS and Banks the profit is fixed but in Islamic Banking every month amount is paid with difference less or more. I asked if someone has made an investment in any Islamic Bank and getting monthly return. Some people say that NSS is not hahal but some say Halal, so not yet clear. If it is halal then may be it is better option than bank.
The house on rent is not good as I have bad experience. I gave my house in Islamabad on rent and the tenant gave half portion to other tenant with high rent and he was living free. Besides, spent lot of money for its wear and tear, so finally sold out.
I want something in return on monthly basis after depositing 5 Mio purely on Islamic way and not fixed income. Your comments pls.

Amer bhai, in Islamic banks, best rates are being offered by Meezan Bank and Dawood Islamic Bank. You can invest in 7-year MAC with Meezan Bank of 1-year deposit with Dawood Islamic bank. Last month's profit rates were close to 13% for both...

Your pure intention to have money free of even slightest amalgamation of interest is praiseworthy and Allah SWT will surely guide you in your humble pursuit of halal rizk.I am not a scholar but know a little about this curse "interest" based upon my study. Whatever money you get in the form of a fixed percentage from wherever, is plainly "interest".Most of the saving schemes, banks, post offices offer a fixed percentage against the amount deposited, hence fall in "interest" category.I have great respect for Mr.Jameel as he is a useful contributor to this forum but extremely disappointed to see his views about this curse.Dear Jameel, i agree money devauation continues as does inflation, but don't you think these banks and saving schemes ought to adjust the profit percentage exactly in accordance with the pecentage devaluation of the money rather than giving a fixed percentage.Had it been so, your point would have been well understood and proved logical in favor of taking this what you call a fixed percentage of profit. Secondly yes money deposityed or invested has to be at risk, none of the businesses as far as i know is risk free.Thirdly, no body says that investing in shares is haram, but investing in those shares which companies do unislamic business or do it in unislamic ways. Dear Limo your explanation is very logical and enlightening, however I have heard Ghamdi sahib speak on this topic on TV in slightly different tone. He said that very poor retired people may use the services of National Savings (only as majboori) in the hope that Allah will forgive them. He felt that people should try their best to avoid it. He did not call it halal either. What do you think about that?

It is good to know that Meezan offers an alternative with possibly 13% profit.

I wont comment on the actual topic but need to clarify one thing that before referencing anybody one should use extreme precautions. Mr Ghamdi is just as a kind of a person who has his own views for almost every act of Islam and somehow his PERSONAL views could lead someone to go astray or I would say that he has his own Islam as most of the other muslims have today according to their desires.

Where should he deposit his money in these times when riba is so widespread?
Where should I deposit my money in an age when people have become so negligent and the banks are dubious because of riba, and we have no Islamic banks and keeping the money at home is not safe? I want to deposit my money in a place that is permissible, without committing any sin. And I want to invest it and pay zakaah on it, otherwise it will get used up and the amount of zakaah will be reduced.



Praise be to Allaah.

Depositing one’s money in a riba-based bank helps the bank to deal in riba; this applies even if you do not get any interest on your deposit.

If you do get interest, this is the riba that is forbidden by Allaah and His Messenger. The Messenger of Allaah (peace and blessings of Allaah be upon him) cursed the one who consumes riba and the one who gives it.

Whoever has wealth that he wants to save or invest should look for a permissible way of doing so. He may give the money to a trustworthy man to do business with it for him, and they can share the profit in whatever manner they agree upon.

If he cannot find any way to save it other than depositing it in the bank, then there is no sin in that if it is done out of necessity, so long as that does not involve any interest.

He should choose the least evil of the banks, and the one that is closest to the way of dealing that is prescribed in sharee’ah.

Shaykh ‘Abd al-‘Azeez ibn Baaz (may Allaah have mercy on him) said:

With regard to depositing money in bank accounts that pay interest monthly or annually, this is a kind of riba that is forbidden according to scholarly consensus. With regard to depositing it without interest, it is better not to do that except in cases of necessity if the bank deals with interest, because depositing money with the bank, even if no interest is paid, helps the bank to engage in its riba-based transactions, so there is the fear that the one who does this may come under the heading of those who help others in sin and transgression, even if he does not intend to do so. We must beware of that which Allaah has forbidden and look for sound ways of preserving and disposing of wealth. May Allaah help the Muslims to do that which will lead to their happiness and victory and salvation. May He help them to quickly establish Islamic banks that are free of riba, for He is Able to do that. May Allaah send blessings and peace upon our Prophet Muhammad and his family and companions.

DHA Valley-Islamabad

I have 6 plots in DHA Valley and DHA Overseas block Islamabad and I have paid five instalments for each till todate.
I never wanted to buy 6 plots but got trapped.
When DHA announced for ballot I applied for 4 with the thought in mind that I may get 1 plot atleast in the ballot.
Later on DHA announced DHA-Overseas block. Since I am an overseas pakistani and DHA announced that every one who applies in DHA-Overseas block will definitely get plot so I applied 2 in overseas block.
Uptil this time I never thought and knew that DHA is announcing this scheme in collaboration with Bahria town. If I would have known this parternship I would not have applied more than 1 or 2.
Later on I was alloted all the 6 plots which I applied for.

My question is the future of DHA-Valley and DHA- Overseas block after 3 years given the fact that I am paying all instalments in US Dollars.
Since I am working overseas earning good so I am able to pay instalments without problem but I am concerned whether the investment is really profitable after 3-5 years or not.
All feedbacks will be appreciated.

DHA OVERSEAS BLOCK HAS NO FUTURE. EVEN AFTER 3 YEARS MAP IS NOT PREPARED. DHA IS IN FINANCIAL CRISES. THEY CAN'T BUILT ANY PROJECT WITHOUT BAHRIA TOWN HELP. FOR OVERSEAS BLOCK U HAVE TO WAIT 10 YEARS ATLEAST. THIS BLOCK IS INTRODUSED ONLY TO TRAP THE OVERSEAS PAKISTANI AND TO GET DOLLERS. THEY ARE NOT ABLE TO BUILT DHA PHASE-2 EXTENSION ALSO. THEY HAVE CHARGED DEVELOPMENT CHARGES OF 14.65 LAKS RUPPES AT ONE KANAL PLOT PLUS THE FILE CHARGES OF 10 LAKS. DHA VALLEY HAS 80,000 KANAL AREA AND DHA PHASE-2 EXTENSION HAS AREA OF 50,000 KANALS. THE MAP PROVIDED BY AMERICAN CONSULTANTS OJMR IS NOT FISIBLE ACCORDING TO GROUNG CONDITIONS. THE AREA IS VERY DIFFICULT. IS WILL TAKE AT LEAST 8 TO 10 YEARS TO COMPLETE THIS PROJECT.

SO DON'T PAY THEM ANY MORE. SELL YOURS PLOT AS SOON AS POSSIBLE. OTHER WISE AFTER FEW YEARS YOU WILL BE CHARGED AGAIN SOME DEVEPMENT CHARGES DUE TO INFLUATION IN CURRUNCY. In my humble opinion, it is not advisable to have six plots in the same scheme, even if the scheme is doing good. or people say that after 5 years, it give give tremendous profits. It is always advisable to have plots in different societies /different locatinos so that if something bad happens with the
location/corrupt society etc, ur entire investment is not at stake.

I will recommend to sell at least 3 plots at a loss.. and u can keep the remaining three..ALso, u will not get any benefit of rupee devaluation as u r paying in US $.

Anyway, think before u do anything...There is a saying,,dont throw good money after bad money..so take a bullet (loss) and get out

It is not a good investment to keep even for one plot. I would request you to sell and buy DHA Islamabad phase 2 ext. That one kanal plot is 100 times better than these 6 plots in DHA Valley.

Am a victim of DHA Valley as well. getting more depression day by day. Always think if it is such a bad investment then why there are buyers? I remember that at the time of 1st balloting there were some unsuccessful (LUCKY) applicants. Time never returns. Finding it difficult to book daily increasing loss (confuse decision maker, when it comes to money). some times feel is it justified to think of profits soon after balloting??
