Can anyone please throw some light on the current deterioring Property market situation.Files and plot prices going down.Is it because of political turmoil?Karachi factor?tax factor?Any idea when will there be a slight upward movement??Kind Regards

There is quite uncertain situation in Property Market, After Slow down of 2015 we could assume that recovery Should start in one year Time and early signs should have show now, But Unfortunate Political situation new Taxation issues has postponed the recovery. To my Knowledge Most of plots were being transferred as non Filer status, But Now sale of big plots will be stand still, the issue is not how much Tax payable? Rather it can be less than previous estimates. The Issue is to become FILER , which means declare all your assets. No matter plots or cash. Evaluate them every year and file a return. If You sell Correctly show the profit. And if you buy tell the justified source of income.
This is Not New in Our neighbor India implemented it about 7,8 years back. Most of properties are transferred 50% Black and 50% white Money. Even then their real-estate market is worst performer in last 4 years.
I am not Proponent or Opponent of Tax Culture but in Nut shell real-estate market will have to face worst time in Coming years. The population and real demand alone cant absorb the supply especially big plots.
I don't see any change in policy of IK, Zardari, Army or PMLN. All want to broaden the Tax net to increase documented economy and hence show more GDP which is shamelessly low in Pakistan.
There are many economists in forum I would welcome brainstorming to suggest any model where both issues can be handled with minimal damage to property sector.

The Govt. introduced Tax Amnesty Scheme to accommodate their friends caught red handed in Panama issues, this may be a possibility, however, it is a difficult question that a relieving Govt. is much worried about the collection of taxes. The already imposed taxes in back 2016 gave a tough time to the property market and reduced the collection of Taxes and brought it to almost one forth level.

The presently introduced Taxation tariff and the way of its implementation will bring it to almost Zero (0) level.

If we see current market in prism, it is not crashing in spite of less interest in investors. This necessarily precludes next swing in
prices. The reason being during a slump market becomes undervalued which attracts the attention of investors and a rally starts which gives a swing to the market almost always doubling or tripling the prices and then market consolidates the gains with some correction. This is happening for last 30 years. However at this time we are going for unknown destination or possibly prolonged stagnation. Especially in prism Kanal sector. Earliest signs of gains will be seen in smaller plots and phase 7 where Construction is at boom.
This is a lesson for investors of property that how important are market dynamics, For Last 15 years DHA have crossed 1 Cror Mark for Kanal Plot, But still near this price you can find decent locations in populated DHA ie Phase 7.
We are missing Prism Lovers comments especially Mr Ahmet and Others or their stance was entirely rejected by the market.

If these recommendations are passed in assembly, this will have huge impact. I think property
prices will generally reduce due to 40 lac limit for non-filers especially for bigger plots. Most of the investors will find smaller plots avenues. Only genuine buyers will be there in market for bigger plots. This is good news for genuine buyers who are looking to buy plots for their homes.

Shahid, I totally agree with you but mu experience is Middle and Low Income will still find difficult to find Property as their needs and limitations can only be served, The Proper planned Lahore in Sub urban Life style and mainly is there market for elites and investors.
For Last Many years I have been Convincing my poor/Middle relatives to relocate in properly planned areas, But their Questions Can never be answered, Why we live in that far off area, why we have to leave specific open space in by laws, why we cant extend shade in street to make 2nd and 3rd Story. Down town there are narrow streets no by Laws and upto 20 people are living in 5 merla 3 storied house with in few KM of their working areas.
They simply say we cant sacrifice so many facilities just for Keeping Car,
I mean to say you initiate any low cost scheme for poor people the People who will get benefit are only investors, In past Govt imposed so many restrictions for transfers like bewa Kota Sahafi Quota But All proved useless,
Take example to DHA shouhda town Army purely gave it for the Widows of Low ranked soldiers who died during service, Most of them sold in 9 to 11 Lac saying it is Bedian Road... it is Border... it is far off area, Now A plot in 60 Lac Soon will be 75+ .And when Houses are made out of 7000 Houses you may find one Bewa benefitted by that whole project.

New Income Tax Rates

Maximum income tax is now 15%. This is good news for salaried people but unfortunately knowing our psyche it will still not make people file returns voluntarily. They will hesitate because they feel rates can be reverted any time in the future and also filing returns might lead to harassment by the tax department later on.

People will still underwrite their purchases to some extent as they know govt. is not efficient to go after every purchase. It just requires too many resources to accomplish this task.

Actually my friend, it may be the best time to invest (buy) considering that (i) property
prices going down makes them cheaper to acquire, and (ii) rupee value going down means your remittance value going up in Pak rupees. Hence, both these factors will mean that your investment cost in a hard currency (e.g. dollar, Euro etc.) would be lower. Of course your returns will depend on holding period, appreciation of prices during the same period, and exchange rate movement. Best of luck

Rupee is to devalue further after elections. A fair price will be 150 / dollar. Buying now may erode your principal as rupee devalues further. Once rupees reaches 150, buying will be an attractive option for overseas.

Rupee devaluation is not as straight forward as is being discussed here. I dollar equal to 150 means, indian rupee, chinese yuan, japani yen, and pound will also appreciate upto 20% which does not seem to be a practical scenario. If by any means, dollar reaches 120, state bank will interfere to control and govt may possibly borrow new loan from IMF to ease outgoing money flow pressure. My suggestion is to wait till 3 months after election and if there is a stable outlook on political front, do invest in good scheme even if the dollar is below 120.

1-آئندہ شناختی کارڈ نمبر ھی نیشنل ٹیکس نمبر ھوگا۔

2- بارہ لاکھ روپے سالانہ آمدن ( ایک لاکھ روپے ماہانہ ) رکھنے والے افراد کو کوئی ٹیکس نہیں دینا پڑے گا( پہلے یہ حد 4 لاکھ روپے سالانہ تھی)۔

3 - بارہ سے چوبیس لاکھ روپے آمدن پر 5 فیصد ، چوبیس سے اڑتالیس لاکھ روپے آمدن پر 10 فیصد ، اور اڑتالیس لاکھ سے زائد آمدن تک 15 فیصد ٹیکس ادا کرنا ھو گا( پہلے یہ حد 35 فیصد تک تھی )

4 -غیر ملکی زرمبادلہ واپسی پر 2 فیصد ٹیکس ادا کرنا ھو گا ، ملکی و غیر ملکی زرمبادلہ کے حامل افراد حکومت سے پانچ سالہ مدت کے لئے بانڈ خرید سکیں گے جس پر حکومت 3 فیصد سالانہ منافع بھی دے گی، یہ بانڈ کم سے کم ایک سال کی مدت سے پہلے کیش نہیں کروائے جاسکتے، یہ بانڈ جب کیش کروائے جائیں گے تو اس وقت انٹر بینک ریٹ کے مطابق پاکستانی روپے میں ادائیگی کی جائے گی۔

5- بیرون ملک چھپائے گئے اثاثوں کو بھی 3 فیصد جرمانہ ادا کرکے قانونی کیا جا سکے گا۔

6 - ایک لاکھ ڈالر کے اثاثے سالانہ بنیاد پر بغیر پوچھ گچھ پاکستان لائے جاسکیں گے۔

7- فارن کرنسی اکاونٹ نان فائلرز نہیں کھول سکیں گے۔

8 - تیس جون 2018 سے پہلے کے تمام لوکل اثاثے، دھن وغیرہ بھی 5 فیصد ٹیکس ادائیگی سے قانونی کیا جاسکے گا۔

9- پراپرٹی کے ایف بی آر ریٹ ختم ھو جائیں گے اور صوبوں کو بھی ڈی سی ریٹ ختم کرنے کی سفارش کی جائے گی۔

10-نان فائلرز 40 لاکھ روپے مالیت سے زیادہ پراپرٹی نہیں خرید سکے گا۔

11 - حکومت کو اختیار حاصل ھو گا کہ کسی پراپرٹی کی ظاہر کی گئی قیمت کا سو فیصد زائد ادا کرکے وہ پراپرٹی خرید لے۔

12 - سکیم سے فائدہ اٹھانے والوں کو نیب ، ایف بی آر اور آیف آئی اے سے مکمل تحفظ ھوگا۔

13- سیاستدان ، بیوروکریٹ اور پبلک آفس ہولڈر یا ان کے بیوی بچے اس سکیم سے فائدہ نہیں اٹھا سکیں گے۔

These are radicle changes and abrupt implementation will erode the economy. This is simple 2+2=4 Math which is not applicable to Modern Complex Economic system.
Same way The "Tea man's" [Modi's ] demonetization policy Costed India 100 Billion Dollar But a Layman cant understand. Ishaq Dar was better than these advisers.

Hi,
PKR devaluation should not be a concern for those investors who have long-term holding period. In the long run RE
prices adjust for currency depreciation, although RE prices are sticky in nature rather upwards or downwards but they actually reflect the movement in economic conditions. For my overseas friends, I would suggest them to construct a portfolio of quality RE assets gradually but major portion should be invested now to take advantage of almost bottomed out market.

No body has mention any thing about effect of Amnesty scheme overseas Pakistani investor in property.If any body has clue please explain.Govt is suppose to provide more incentive to overseas Pakistani,so that they can invest more in Pakistan.

I believe it should not affect overseas pakistanis as we are not filers anyway since we are non residents as well as no income in pakistan, so no tax. However I dont think the bill is out yet officially and PM has just announced salient features, unless someone has more useful information which I would request to be shared.
