Phase 9 CVT issue

Dear CMY and readers,
please let me know what is the current status of CVT for dha Phase 9. I have read somewhere on this forum that while buying Phase 9 file, one has to take an undertaking that he may have to pay 900,000 as CVT charges in future.
Please clarify the issue for the benefit of many people including myself who are seriously thinking about buying Phase 9 file in coming days.

Important developments about CVT and Stamp duty today. Will

My sources are telling me DC value is set at Rs 10 lacs and new stamp duty will be Rs 20000 and CVT will be Rs 20000 both together just 40K.

Plot Transfer Charges are Like This In DHa and other Coperative societies.
1 CVT it is 2% of the Land rate se that rate is called DC rate and Fixed by GOvt [it was 4% few months before]
2. Stamp Duty also 2% of of DC rate
3. Transfer fees payable to Housing society it varies.
4. Membership fees
5. Documentation fees usually not more than 2000
6. Dealers's commission's 1%

So if DC rate is 2500000 Like in DHA 7

As the recent scenarios unfold in the global socio-politico-economic structure, the change is inevitable & will affect all walks of life. (No need to repeat the obvious). The subsequent developments will pose threat as well as opportunity for our nation as well. It will be the matter of time when we see a transformation in our national set-up. HOPELESSNESS IS A SIN. When the dust will settle down I wonder if we will be ready to embrace the change - socially & financially.

The nation with a strong knowledge base & ready to adapt to the latest aspirations of the new era will prosper. The Chinese, the Koreans, the Indians, the Malaysians, etc. are already ahead of us in their research & development activities & the change would award them a golden chance to exploit the given situation. In Pakistan the situation is quite complex but promising. With so much untapped potential & intelligent human resource we can transform instantly. Just glimpse through the window of the future where we can see floods of investment coming to Pakistan owing to its very geo-socio importance. Since you brought up this topic and the fact that on a recent poll here on this site, when someone asked of who would vote for which part in coming elections, a overwhelming majority of you voted for PTI. CDA to give seven-day notice to illegal occupants

The Capital Development Authority (CDA) Board on Tuesday approved widely publicising its intentions to take over the land the CDA had acquired back in 1960s for developing the federal capital in line with the directions issued by Chief Justice of the Supreme Court of Pakistan Justice Iftikhar Muhammad Chaudhry.

According to the CDA spokesman, in Tuesday’s meeting of the board it was decided to give a seven-day notice to the illegal occupants of the CDA’s acquired land through widely published advertisement in the print media, asking them to give up the illegal occupation and hand over possession of the land to the authority.

The chunks of such already acquired by the CDA back in 1960s is scattered all over the area declared as Islamabad Capital Territory. Some of these areas were acquired and all sorts of compensations according to the laid down policy and terms and conditions were already paid, but the CDA let the acquired portions of land be in the possession of the then occupants for agricultural purposes. But there are some parts of the acquired land for which the compensation was paid for the land but the settlement for the ‘built up property’ was left to be settled at a later date.

Whether the reasons for not settling the issue completely at that time may be but now it has become a very serious issue to deal with because the CDA never monitored and prevented any addition to the built-up property on the acquired land. As a result the claims of built-up property on these chunks of land, acquired back in 1960s, have multiplied manifolds as compared to what originally were there.

Sources in the CDA told ‘The News’ on the condition of anonymity that the biggest chunks of such acquired land were in Malpur where 3,532 acres of land and in Kuri where 1,489 acres of land were still under adverse possession.

The sources told ‘The News’ in addition to the ones located in Malpur and Kuri, other sizeable tracts of acquired land in Zone-IV include 874 acres of land in village Rehara, 450 acres in village Sehana, and 400 acres each in Lakhwal and Pandori villages respectively. “Only this forms almost 7,545 acres of acquired land scattered in Zone-IV while there are many more smaller land holdings acquired by the CDA in Zone-IV too,” the sources said.

However, the sources said that those are the pockets of acquired land still under adverse possession in Zone-I, which forms the ‘sectoral area’ of the federal capital, to be developed by the CDA.

“The inability of the CDA to get these portions of already acquired land in Zone-I from adverse and illegal possession is seriously hindering the pace of development of the federal capital. The illegal occupants, be those the actual inhabitants from whom the CDA had acquired the land back in 1960s and let them keep the possession till the time these parts are needed for development or the ‘qabza groups’, which have somehow managed to grab the land already acquired by the CDA, have become too powerful and had been easily twisting the arms of the CDA to bring the authority to accept their terms under which the authority has paid the compensations, both in cash and land/plots, to these illegal occupants twice or even thrice for the same land and built up property!” the sources said.

The sources said that the big tracts of land in Zone-I, still under adverse possession include 991 acres in village Bhokra, 450 acres in Mera Sumbal Aku, 268 acres in village Chahan, 200 acres in village Dhreek Mori, 200 acres in village Badia Samt Khan and 150 acres in village Mera Sumbal Jaffar.

“This around 2,259 acres of acquired land still under adverse possession has prevented the CDA to carry out any development in sectors E-12, I-12, I-11 and F-12. And there are many more smaller chunks of acquired land which are still under adverse possession or in the possession of ‘qabza groups’, who, in majority of cases, have grabbed the land in the name of mosques, graveyards, madrassas, shrines of unknown saints or Imambargahs,” the sources said.

The sources in the CDA said that there is a lot of euphoria in the authority as they are confident that in light of the directions passed by the Chief Justice, the authority would find the law fully on their back, something which has always prevented them from carrying out any meaningful attempt or action to take over the possession of the acquired land from the illegal occupants, ‘qabza groups’ and the squatters.

“In the past these illegal occupants, on getting information about any such impending operation by the CDA would immediately rush to the lower courts and get a ‘stay order’ against the CDA’s operation. And then a never-ending litigation in the lower court would start. But this time CDA bosses believe that the lower courts would not be granting such ‘stay orders’ so easily in light of the directions passed by Justice Iftikhar Muhammad Chaudhry himself to the CDA to recover the acquired land from adverse possession,” the sources said.

Supreme Court of Pakistan’s support and backing CDA to take over the possession of the already acquired land from the illegal occupants, ‘qabza groups’ and carrying out development work in zone 1 is good omen.

Since CDA got full support from SCP (Pakistani law), it must take strict action without delay in order to complete development work in sectors D-12, E-12, I-12, I-11 and F-12. and give possession to long waiting allottees.

Capital Development Authority (CDA) has decided to issue notices to the land mafia for the emancipation of government land here on the other day. As per details, spokesperson of CDA, Ramzan Sajid has told that, ads would be published in different national newspapers for the emancipation of government land. He said that legal action would be taken against the land mafia.

i doubt very much that cda can get possession. what to talk about the villages; if anyone have visited G-12, F-12 - they are full of illegal development - and of-course this is with the connivance of cda itself. it is easy said than to act even if it is by the mouth of Supreme court of Pakistan. there will be roits if cda try to vacate the land without paying the amount against structures built on illegal land. and cda has no money to make that payment.

I agree with everything listed above and based on that I would say that basement is very good to have if you have the money for it, but you must make sure that you have a very good foolproof design for it so that it does not become a pain later on.

You dont build a new house again and again and if you can get the extra space in the same size of plot from the beginning your house becomes usable for a lot more years while your family grows.

Despite some failures, more & more people are resorting to the construction of basements. Think of a large family living closer to each other yet enjoying privacy of separate entrance/exit comparatively in a smaller plot or larger space in a similar plot with convenience within OR arranging a small family function. Adding to the above 'Pros' you can have an extra study or play area for children, make it an office, a clinic, boutique, a beauty parlour, coaching center, etc. OR rented out the 1/3rd of the covered area available as free space.

I have recently started the construction of my dream house with the basement. May Allah Bless it with His Benevolance & Love. The total covered area will be almost 5000 sqft. at 14 marla Insha-Allah.

I think Lower Groung & Upper Ground floors design is better than Full depth Basement Design. In this deaign Lower Ground floor is well ventilated & Sewerage & Water supply do not cause problems because they are only feww feet below the ground level. So far the climatic conditions (Hot in winter & Cold in summer) are concerned Lower Ground Floor behaves similar to the full depth basemrnt.

Question posed by Haroon is a valid one and I too am searching for this very answer.

Due to power crises (which will probably only get worse in times to come) one cant rely on electric motors to dispose off the water and sewage.

Any other options for water and sewage disposal besides bore hole?

Is making a bore hole even allowed in DHA?

I live in UAE & have no such facility here. However, if you can get hold of Bahria Town's "Design for Living" there is a house design in this book on a 50x60 ft. plot using the concept of Lower Ground & Upper Ground floors. I got this book from Bahria Town during approval of my house plan in Bahria Town Lahore which by the Grace of Al Mighty Allah is now almost completed. In simple words you lower the Ground floor by say 6 ft. & still you can have two more floors (Upper Ground+1st. floors) within the permissible building height. In this design your washroom etc in the basement remains above the main sewerage line.

Mrs sadia nawab town is papulated society. it is almost one KM from thokar niaz baig. you can construct your house immediately after buying a plot in this society. As far as concern of development it is not a well developed society, mostly roads r broken but a number houses as can be seen there.

DHA 9/10

Dear Mr. CMY

I bought a DHA 9/10 file few years back and I have got a letter from DHA confirming a plot. I guess it is an allocation file. I read in some of your posts that DHA renamed phase 9/10 as Phase 9 only and that the DHA has sent new allocation letters to 9/10 file holders regarding this change.
So far, I have not received any letter from DHA regarding this change. Should I be worried? Should I contact DHA regarding this? or Should I wait for my turn? Please answer. Thanks

No need to worry and no letter were sent to any one. Your file is just renamed in DHA record.
