Will the intimation letter be converted to Allocation Letter for DHA Multan if requisite fees and documents are submitted BUT without biometric one week before Dec 31, 2015 to be part of the ballot. The reason being currently I am outside Pakistan and cannot return before Dec 31, 2015.

I have heard rumours from few property dealera that DHA has scrapped the plan to have univeraity at Block T (Phase 7) and instead replanned the allocated area as residential/commercial plot. I have tried to check it on DHA website but map is still showing universiry there. Are these rumours true? Has anyone independently verify it?
